The two basic premises that underlie emergence are that there is order and that everything is connected. By studying the nature of the connections in a system, we begin to define how the system works. The "rules" that you mention are the "data" that are transmitted by way of these connections. West, et.al have made the point that the underlying connection networks in many of Nature's system are what defines the dynamics of the system.
